Python Help - Layer Transparency

I'm just curious if someone could help me out with a python problem.

I need to set transparency for all the layers that I just created to 25, If the layer name is "Com_Census" or "Com_Crime" then i have to set those layers as invisible.

Any help would be greatly appreciated
