ArcPy License question

Is it permittable to serve up ArcPy based functionality through a web service from a machine that has ArcGIS Desktop installed (ie not using ArcServer)? I know its not the best approach, but someone asked me and i would like to have some solid documentation either way. I seem to remember that it is not permitted outside of ArcServer, at least it used to be?
